Why are registration options not available even though the project is still open
This may be the case, when you've changed or extended the end sales date in Step 6. Extras, but failed to edit the end sales date in Step 2. Layout. 

1. Go to your Project's Set-up Tab, and go to Step 2. 
2. Check the registration options, and see which of these you want to  change or extend as well. Then edit the registration type (under the Action column).
3. Press "More" to expand the list, to display the End date field. Enter the date in dd/mm/yyyy format (Which should be the same as the date you entered in the end sales date in Step 6. Extras).
4. Update the changes and close the box.
